Tewkesbury Borough Local Plan 2006 is currently the adopted development plan for the area, the site is identified as Greenbelt within the plan. The emerging new development plan for the area is the Gloucester, Cheltenham and Tewkesbury Joint Core Strategy (JCS). The draft document undertook public consultation during late 2013, and the final draft is now being prepared for submission to the Secretary of State. The emerging JCS identifies Southam as a first tier settlement, representing a sustainable location for development. SituationThe site is located directly off Cleeve Hill on the fringe of Southam village. Southam is a small residential settlement approximately 3.3 miles to the north of Cheltenham town centre. Surrounding land is predominantly open countryside with urban Cheltenham to the south providing many shops, amenities and leisure facilities. Cheltenham Race course can be viewed from the site, lying approximately 1 mile to the south east.Junction 11A of the M5 is approximately 6.4 miles away for access to Bristol and the Midlands and the adjoining B4632 provides suitable access to many of the Cotswold villages and other routes to the North and East. Regular train services to London and other major cities are available from Cheltenham Spa station, approximately 4.3 miles away. Bus routes serving Cheltenham and the Cotswolds run immediate to the area along the B4632.
